Director of Product Management and Chief Architect for EagleCash, EZpay, and Navy Cash, a set of prepaid debit card programs that provide United States Armed Service members and merchants with a local economy on ships and in austere locations that cannot support normal financial services.

The programs source, develop, and support payment devices, customer service tablets, cashless kiosks, vending, and cards which operate offline while synchronizing to a custom banking platform as connectivity and operational concerns allow. Cardholders and merchants are linked to the greater financial ecosystem via ACH and MasterCard payment rails.

Responsibilities:

• Lead and manage a team of product owners to deliver the programs with a focus on career growth and development
• Navigate the business and technology teams through a complicated ownership, regulatory landscape and communications infrastructure of the Federal Reserve, US Treasury, Department of Defense and Financial Industry
• Investigate, prototype and architect new technology and business enhancements while
• Provide subject matter expertise and strategic leadership to external stakeholders as well as internal teams
• Implemented Agile scaling processes to enable greater delivery success Active Initiatives:
• Migration of Payment Gateway Providers to modernize authorizations through ISO20022 ATICA standards and REST API interfaces
• Migration of back office platform from a legacy on premise hosting environment to an AWS GovCloud environment. The back office platform is being modernized to a zero trust, immutable and serverless environment.

Director of the entire business and technology operations of the Navy Cash program in a 34 person office through multiple ownership transitions

Designed and delivered technology refreshes for all programs including:

• Migration to EMV payment cards enhanced to support hybrid offline and online operations
